Harley is the Chief Executive Officer of Paspalis Enterprises.
Harley’s innovation experience includes 3 years as the Northern Territory Representative for Foundation Capital, the Perth based venture capital fund manager for the Federal Innovation Investment Fund program. Responsibilities included due diligence of innovation companies in the Northern Territory.
Prior to this he was Director of corporate finance and investment for Department of Asian Relations & Trade. Harley worked and directed ANZ corporate finance (Singapore) to develop a project development strategy report for the NT Government profiling 50 companies in the NT that exhibited global commercialisation potential.
Harley’s experience also includes 3 years with Merrill Lynch International Bank Ltd (Merchant Bank) Singapore (1997 – 2001). His global ultra-high net worth investor network included clients from Asia Pacific, Europe and the United States. During his tenure in Singapore he completed his Series 3 & 7, held a Dealer’s license with the Monetary Authority of Singapore and was selected to attend the Princeton invitational in New York.
Since 2008 Harley has built significant commercial value across a range of projects for Paspalis. In 2014 he led a joint venture with Honeywell undertaking energy performance audits for Charles Darwin University and the Harry Chan Building focusing on the deployment of leading energy efficiency innovations for the built environment.
As the Northern Territory Convenor for AVCAL Harley has experience hosting a venture capital symposium and pitch day with the former AVCAL CEO Andrew Green, NTG and leaders of Northern Territory Industry. Harley brings an array of international networks and contacts that bring value to start ups operating in Northern Australia.
Harley has established a strategic alliance with the Australian Asia Executive Center, representatives of the Shandong incubator. Australian start-ups will be able to develop cross cultural development skills and access to Chinese venture capital and Chinese market distribution through the valuable joint venture developed between DIH and the AAEC.
Through a strategic relationship with Anthony Cheng – Northern Australian development manager the Australian Trade Commission Singapore, the Darwin Innovation Hub has also developed critical ecosystem relationships to ensure DIH start-ups are able to operate in Asia Pacific markets through landing pads in Beijing and China.
In his capacity as CEO of Paspalis, Harley currently manages a 2400sqm community of 35 resident companies and over 100 virtual companies. Paspalis has been operating and building its co-working space successfully for near 9 years.
Harley is a DAAFF Champ supporting the economic development of community Art Centres as they strive for self-sustainability and prosperous future. He is a Director of the Paspalis Arts Trust, which has recently won a grant to develop international cultural awareness of 2016 NATSIAA Winner “Tribal Abduction” by Harold Thomas, telling the harrowing story of the stolen generation.
