Mr Paroulakis is the CEO of Paspalis and third generation Northern Territorian.
He is responsible for Paspalis company’s investment management business, the Darwin Innovation Hub and commercial property portfolio.
As the Founder of the Darwin Innovation Hub, Harley leads a team of expert mentors. In 2020, under his leadership, DIH was appointed by the Australian Government Department of Industry, Science, Energy and Resources as a National Delivery Partner for the Business Management element of the Entrepreneurs’ Programme, which concluded on 30 June 2023.

In 2021 Mr Paroulakis was honoured to be an Advisory Board member of The Australian Nobel Laureates, Vol III State of Our Innovation Nation 2021 where he contributed to its authorship as a Thought Leader.
A respected member of the Australian Investment Council, Harley established the Northern Territory’s first venture capital funds in 2018. He has held senior positions with Foundation Capital and Merrill Lynch Bank of America (Singapore) where he was FINRA (Series 7 and 3) qualified and selected to attend its Princeton Invitational in New Jersey to study advanced financial products.
He is a Responsible Manager under Paspalis’ Australian Financial Services License and holds a Bachelor of Commerce from Murdoch University and Victorian Certificate of Education from Scotch College, Melbourne.
